  1. Heat the olive oil in a small saucepan, melt butter, fry garlic until golden brown in 30 seconds, add carrots and cook, stirring, 5 minutes. Add the orzo, cook another 2 minutes, then pour water or broth and cook, uncovered and stirring frequently, until all liquid is absorbed. In the end add the Parmesan cheese, green onions and rosemary. Season with salt and black pepper.
